If you are looking for a company that you clock in and clock out just like a regular 9 to 5 job that is no different than working for a corporate company then you should not have to pay to work for them. You should be considered based on submitting a resume.
On the other hand, if you are looking to free yourself from having to report to a boss and you want to start your own business then you normally will have to pay out a lot of money for startup costs and so on.
There are some very good opportunities out there that minimize the initial startup cost  by offering you a simple signup fee and the hard work is already done for you. All you need to do after that is just market your new business. but choose wisely, make sure it is a product that people want.
I think that being able to start your own business for a one time fee of $20 - $200 (whatever the cost may be depending on the business) sounds like a pretty good deal. I have done a few of these and made a really good living off of it.

Instead they should first make the assessment of the skills required online and only after being satisfied with respect to the job seekers capabilities, should the job be given/entrusted.  Yes, a certain amount could be retained by the Job Provider to as to be assured that the job would be completed timely and upto the standard/level required.
